In my opinion, USPS should return the shipping cost before anything else considering they could not safely deliver the package, which is exactly the service you are paying them for. How is this fair? On any level? Ebay will gladly accept your fees when everything works out fine but offers no support when things go wrong. So I can't insure for the value of the shipping expense, and USPS does not return any more than the value of the item itself even if insured via priority mail, but Ebay will force me to return the full value of the purchase price including shipping? If I sell an item for $40 plus $12 shipping, and it breaks because USPS uses it as a soccer ball, I have to return the full $52 to the customer and can only recover $40 from USPS, even though their negligence caused it to break in the first place (I pack items like a crazy person, theres no way the item woud be damaged except for severe mistreatment).
